Can I send the same bid page link more than once?

Yes. The link doesn't expire after you send it once. If a client loses your original text or email, resend the same link. The page always shows the current version of the bid.

What happens to the bid page if I update the bid after sending it?

The page reflects the updated version of the bid. If you make significant changes after sending — different scope, adjusted total — let the client know, because the update happens silently from their side. They'd see a different number than what they originally reviewed.
